2014 Ohio School Discipline Report Card

How Well Does Your School Perform in Preventing the School-to-Prison Pipeline?
Based on 2013-14 Data on Ohio Advanced Report.

The School Discipline overall grade was calculated for 1067 districts.  The maximum possible grade was "100" and the minimum possible grade was below zero. 

The School Discipline Overall grade was calculated using the following formula

  • Exclusions grade was 30%
  • Subjective Discipline grade was 20%
  • Racial Disparity grade was 50%


Definitions

Exclusion grade

Exclusion includes both expulsions rate and out-of-school suspensions rate.  The exclusion grade was calculated by adding the rate for out-of-school suspension to the rate for expulsions and assigning a grade from zero to 100.  The lower the rate of suspension/ expulsions the higher the grade  and then  subtracting a penalty for exclusion of preschool to 3rd grade and exclusions for 7th through 9th grade.   Because of the penalty it is possible for a school district to have an exclusion grade below "0."

Subjective Discipline  grade

The Subjective Discipline grade was calculated by assigning a grade from 0 to 100 for the percentage of OSSE disciplinary occurrences that were based on  disruptive/disobedient behavior.  Up to 20 points were deducted if the district had any exclusions for truancy or use of tobacco.  Because of the penalty it is possible for a school district to have an exclusion grade below "0."

Racial Disparity grade

Racial Disparity rate was calculated for Exclusions and another discipline type. Exclusions include out-of-school suspensions and expulsions.  Other Discipline types include all other disciplines including in-school suspensions.   The ratio was calculated by dividing the racial group with the highest exclusion rate by the group with the lowest rate. A grade was assigned based on that calculated rate.   Some districts did not have a calculated rate because they are missing information; those schools received a grade of "0".  The choice to give those schools a zero was  done to not-privilege the lack of diversity or the failure to report.


 


 Of 1067 school districts,  92.3% had a failing grade (D+ or Lower).

Best School Districts with A+ Grade
on  School Discipline Grade

Fifty-six (56) districts had a perfect grade (100)  and received an A+. Of the 56,  13 ( 23.2%) were public schools. Of the 13 public schools,  none of the schools were urban, 11 (91.7%) had a minority population less than 25% and  all had economically disadvantaged population less than 50%.

 There were 394 charter schools and 624 public schools and 49 joint vocational.  Public districts have a higher mean  grade (39.1) than Charter schools (31.5) and joint vocational (1.2). That means on average public schools performed better than charter schools. The difference in grade based on organization type is statistically significant (p<.0).

by Ohio Typology of School Districts

 The mean School Discipline grade was different based on locality, student poverty and student population size. For instance, Suburban with: Very Low Student Poverty & Large Student Population (44.4) had a higher mean grade than Urban schools with Very High Student Poverty & Very Large Student Population (12.6).  Difference based on the typology was statistically significant. (p<.000).

by Percent of Minority Students in the Student Population

The mean School Discipline grade was higher for schools with less than 25% minority students  (40.7) than schools with more than 75% minority students (17.2) .   On average schools with fewer minority students have greater grades. The difference is statistically significant. (p<.000).  This information is only available for Public School Districts and not Charter Schools.

The mean School Discipline grade was higher for schools with less than 25% economic disadvantaged students (41.5) than schools with more than 75% economic disadvantaged students (19.5%).  The difference based on the percent of economic disadvantaged Students in the population is statistically significant.
