The Ohio school discipline report card  evaluates  1110 different school entities. 

Of the schools graded 90.3%  received a failing grade (F) with only  6.4% receiving a grade of B- or higher.  

 

The overall grade for the Ohio School Discipline Report Card is based on 3 components: expulsions, subjective behavior, racial disparity and disability disparity.

 


 

DEFINITIONS AND METHODOLOGY

 

Exclusion Grade

Exclusion includes both expulsions rate and out-of-school suspensions rate.  The exclusion grade was calculated by adding the rate for out-of-school suspension to the rate for expulsions and assigning a grade from zero to 100.To determine the exclusion grade, first an exclusion score was calculated, using the following formula:

The overall exclusion rate was calculated by adding the rate of the out-of-school suspensions to the rate of expulsions. The preschool-3rd-grade penalty was calculated by adding preschool and kindergarten rate and then by adding the average of exclusion for First grade through 3rd grade. Finally, ninth grade penalty was the total exclusion for the 9th grade.

Subjective Behavior Discipline Grade

The Subjective Behavior Discipline grade was calculated by assigning a grade from 0 to 100 for the percentage of OSSE disciplinary occurrences that were based on disruptive/disobedient behavior.  Up to 20 points were deducted if the district had any exclusions for truancy or use of tobacco.  Because of the penalty it is possible for a school district to have an exclusion grade below "0." The Subjective Behavior Discipline grade was determined by calculating a score based on the sum of subjective behavior, truancy and use of tobacco, then calculating a percentage score from 0 to 100 for the percentage of disciplinary occurrences that were based on subjective behavior plus.   The Subjective Behavior Discipline Grade was calculated using the following formula:

(40% x Total Subjective Behavior Score)  +  (60% x Exclusion Subjective Behavior Score)

Racial Disparity Grade

Racial Disparity rate was calculated for Exclusions and other discipline types. Exclusions include out-of-school suspensions and expulsions.  Other Discipline types include all other disciplines including in-school suspensions.   The ratio was calculated by dividing the racial group with the highest exclusion rate by the group with the lowest rate. A grade was assigned based on that calculated rate.  

Racial disparity grade was assigned based on the racial disparity rate. Racial Disparity was calculated using the exclusion rate. Exclusion rate is the combined total of out-of-school suspension and expulsions. The highest exclusion rate was divided by the lowest exclusion rate. For example, if the blacks had an exclusion rate of 6.3, Asian 7.8, white 2.3, Hispanic 3.1, then the racial disparity rate would be calculated by dividing the exclusion rate of Asian (7.8) by white (2.3); resulting in a racial disparity rate of 3.39. Racial disparity rate tells you how more likely one racial group will be excluded over another racial group. Consequently, in this example. Asians experience 3.39 times more exclusions than whites.

How to read:  Asians have 3.39 times more exclusions than whites.

 

 

This report grades 1110 school districts.  The overall grade was calculated by adding the exclusion grade, subjective behavior grade and the racial disparity grade. The formula for the overall grade:

Overall Grade = (Exclusion Grade x 30%) + (Subjective Behavior Discipline Grade  x 20%) + (Racial Disparity Grade x 50%)

 

There were  141 schools that had only 1 racial group. Since no racial disparity rate could be calculated for single race schools, this alternative formula was used for schools with only 1 racial group.

 

Overall Grade = (Exclusion Grade x 55%) + (Subjective Behavior Discipline Grade   x  45%)

 


 

Overall Grade: Descriptive Statistics 

 

The mean (average) grade for school districts was 33.2. In fact, half of the 1110 schools evaluated graded less than 33 points. The minimum grade by the school districts was 0 and the maximum grade was 92.80.

Only 6.4 % of the districts earned an “A or B”, while 90.3% earned an “F or F-“.

Best Performing Schools

 

Best schools are schools which have an A grade. There was only 1 school that earned an A: Wilmington City.

Wilmington City is a multi-racial public school whose overall grade was 92.8. It is a type 4, small town with high student poverty and average student population. Wilmington earn a 100 on exclusion grade and 100 on racial disparity. They earned a 64 (D) on subjective behavior discipline. 

 

 






 Worst Performing Schools

 

Worst schools are schools who earned a “zero”. To earn a zero they had to have a zero on exclusion grade, a zero on subjective behavior discipline and a zero on racial disparity grade. 140 schools (12.6%) earned a zero.  Of these 140 schools, only 3 (.49%) Public school districts earned a zero, while 39 (10.03%) of charter schools earned a zero. Because of missing information all Joint vocational school districts earned a zero.

Public Schools and Charter Schools had similar descriptive statistics. The mean or average for Public School district was 35.4 compared to Charter School mean of 37.7. The median for Public School was 34.5 and the median for Charter School was 35.0. Both Charter School and Public School had school districts that graded 0. The highest grade for Public School was 92.8, more than the 83.5 grade of Charter Schools. The difference based on organization type is statistically significant. (p=.000). 93.2% of Public School district had an “F” grade; while 83.3% of Charter Schools had an “F”. Charter Schools had a higher percentage of A/B (14.1%) than Public Schools (2.3%).

 Type 8 Urban had the lowest mean grade (21.6), the lowest median (24.6), the lowest minimum (5.0) and the lowest maximum grade (44.2).  On the other hand, Type 2 Rural had the highest mean grade and the highest median grade (43.0), while Type 1 Rural had the highest minimum grade (17). Type 4 Small town had the highest maximum (92.8). The difference based on typology is statistically significant. (p=.000). 100% of Type 8 Schools were F.  Type 2: Rural - Average Student Poverty & Very Small Student Population had the lowest percentage of schools with “F” (87.9%). Type 4: Small Town - High Student Poverty & Average Student Population Size had the highest percentage (3.3%) of A/B.
