DEFINITIONS AND METHODOLOGY
Exclusion includes both expulsions rate and out-of-school suspensions rate. The exclusion grade was calculated by adding the rate for out-of-school suspension to the rate for expulsions and assigning a grade from zero to 100.To determine the exclusion grade, first an exclusion score was calculated, using the following formula:
The overall exclusion rate was calculated by adding the rate of the out-of-school suspensions to the rate of expulsions. The preschool-3rd-grade penalty was calculated by adding preschool and kindergarten rate and then by adding the average of exclusion for First grade through 3rd grade. Finally, ninth grade penalty was the total exclusion for the 9th grade.

Subjective Behavior Discipline Grade
The Subjective Behavior Discipline grade was calculated by assigning a grade from 0 to 100 for the percentage of OSSE disciplinary occurrences that were based on disruptive/disobedient behavior. Up to 20 points were deducted if the district had any exclusions for truancy or use of tobacco. Because of the penalty it is possible for a school district to have an exclusion grade below "0." The Subjective Behavior Discipline grade was determined by calculating a score based on the sum of subjective behavior, truancy and use of tobacco, then calculating a percentage score from 0 to 100 for the percentage of disciplinary occurrences that were based on subjective behavior plus. Racial Disparity Grade
Racial Disparity rate was calculated for Exclusions and other discipline types. Exclusions include out-of-school suspensions and expulsions. Other Discipline types include all other disciplines including in-school suspensions. The ratio was calculated by dividing the racial group with the highest exclusion rate by the group with the lowest rate. A grade was assigned based on that calculated rate.
Racial disparity grade was assigned based on the racial disparity rate. Racial Disparity was calculated using the exclusion rate. Exclusion rate is the combined total of out-of-school suspension and expulsions. The highest exclusion rate was divided by the lowest exclusion rate. For example, if the blacks had an exclusion rate of 6.3, Asian 7.8, white 2.3, Hispanic 3.1, then the racial disparity rate would be calculated by dividing the exclusion rate of Asian (7.8) by white (2.3); resulting in a racial disparity rate of 3.39. Racial disparity rate tells you how more likely one racial group will be excluded over another racial group. Consequently, in this example. Asians experience 3.39 times more exclusions than whites.
This report grades 1110 school districts. The overall grade was calculated by adding the exclusion grade, subjective behavior grade and the racial disparity grade. The formula for the overall grade:
There were 141 schools that had only 1 racial group. Since no racial disparity rate could be calculated for single race schools, this alternative formula was used for schools with only 1 racial group.
